The National Park Service writes general management plans (GMPs) for parks (including historic sites) every 20 years or so, or when there have been major changes of direction at a park. At the Roosevelt and Vanderbilt sites, the team began gathering data to support planning in 2004, initiated planning in 2005, and expects to conclude planning in 2010. Throughout the process, members of the public are invited to comment, but there are specified times when input is especially important. These are at the public scoping phase, when a draft plan is published, and with the issuance of the final plan.
